The National Land Agency (NLA) of Jamaica manages and maintains the country's core land management data. To prepare for the upcoming discontinuation of Esri’s ArcGIS Desktop in March 2026, the NLA is modernizing its Parcel Data Management System (PDMS) by transitioning to Esri’s ArcGIS Pro environment.
In 2023, MNC (Martin Newby Consulting Ltd.), in partnership with Silvacom, was engaged to support the NLA during the transition. Drawing on deep expertise in parcel fabric migrations, the MNC-Silvacom team worked closely with NLA staff to address system modernization challenges and ensure a smooth migration path forward.
Jamaica’s PDMS had been operating on legacy ArcGIS Desktop technology, including a parcel fabric structure built in 2006. As the National Land Agency (NLA) prepared to migrate to Esri’s ArcGIS Pro Parcel Fabric, they encountered technical and workflow-based challenges related to converting data and tools into the new system.
To ensure business continuity, maintain data integrity, and leverage the capabilities of ArcGIS Pro, the NLA required external guidance from domain experts with practical experience in similar migrations.
