Following a series of foundational RITL initiatives, including a benchmark study and discovery report, the next step in advancing spatial land interest mapping in Alberta was a province-scale implementation strategy. In 2021, MNC (Martin Newby Consulting Ltd.) was engaged to carry out a Pilot Project with the goal of developing a framework for rolling out Registered Interests on Titled Land (RITL) mapping across all titled lands in Alberta.
This project represented the first province-scale planning effort to assess feasibility, resource needs, and long-term sustainability for RITL implementation.
At the time of this initiative, a standardized RITL dataset for Alberta did not exist. To move toward a provincial dataset, it was essential to:
Identify the logistical, technical, and financial considerations of building and maintaining a province-wide RITL dataset
Understand the mapping requirements and data volume associated with registered interests
Develop a practical framework to support continued engagement with end users and stakeholders
Absence of a formal plan for implementing RITL mapping across Alberta
Limited visibility into data volume and complexity at a provincial scale
Need to establish a clear, costed approach for incremental mapping and long-term maintenance
Requirement to validate that data sources and mapping tools were suitable for a full-scale rollout

To address these challenges, MNC conducted a Pilot Project that involved mapping Registered Interests on Titled Land and categorizing the results within 36 Alberta townships. This geographic sampling allowed for meaningful analysis while ensuring broad coverage and variability across the province.
Developed a step-by-step plan to complete RITL mapping across the remainder of the province
Identified regionally appropriate strategies to scale and manage future mapping
Delivered cost estimates, timelines, and resource recommendations for completing the full provincial dataset
Outlined maintenance strategies to ensure long-term integrity and usability of RITL data
Mapped over 1,300 registered interests across the 36 selected townships
Categorized and analyzed data to understand scale, consistency, and mapping considerations at a provincial level
By leveraging its geospatial expertise, MNC created a comprehensive and actionable roadmap for Alberta’s RITL mapping future.
Confirmed that RITL mapping is achievable at a provincial scale using existing tools and data
Provided detailed costing, timelines, and technical recommendations for future implementation
Delivered insights to support broader engagement and alignment with end-user needs
MNC’s work on this project provided both proof of capability and a replicable framework to guide future RITL expansion efforts or other similar projects.
